In 2021, the Finnish Government adopted a visionary resolution—the Strategy on Expatriate Finns 2022–2026. This strategy identifies our 2-million-strong global diaspora as a vital national resource and sets a clear objective: to facilitate smooth and assisted return migration.
As Finland navigates its current demographic transition, we have a unique opportunity to ensure that our newest legislative reforms (HE 62/2025 vp) work in tandem with this strategy. By refining the administrative path for verified descendants, we can transform "administrative friction" into a streamlined "Strategy-First" approach.
Finland already possesses a successful framework for acknowledging shared values and historical ties: The Nordic Parity model. Under Section 18 a of the Nationality Act, Finland correctly provides an accelerated 2-year pathway for Nordic citizens.
We propose using this "Regional Parity" as a blueprint for our global diaspora. Verified Finnish remigrants—who have already undergone heritage vetting under Section 48 of the Aliens Act—possess a deep constitutional link to the Republic. Aligning their residency requirements with the Nordic model is a logical step toward a more cohesive immigration policy.
This proposal is about more than administrative efficiency; it is about Legal Certainty (Oikeusturva) and fulfilling the government's own strategic promises.
